Technical Guidance

EPACT 2005, Section 105 extends the Energy Savings Performance Contracts (ESPC), under Section 801 of NECPA, from October 1, 2003 through September 30, 2016. This is one of the many Alternative Financing Mechanisms available to the Federal agencies for implementing life-cycle-cost-effective Energy Conservation Measures (ECMs) in their respective New and Existing Buildings. The other options include, but not limited to, are:

1. Utility Energy Savings Contracts (UESC)
2. Enhanced Use Facility/Equipment Contracts
3. State/Regional 'Energy/Utility' Rebates, Low Interest Loans, Tax Credits, etc.
