This FC provides requirements for designing Navy and Marine Corps \1\Facility and Energy Operations Centers/1//1/ based on the Navy and Marine Corps Smart Grid Capability Development Document \1\and the Smart Grid CONOPS. The purpose of this FC is to establish FEOC programming and design requirements. The purpose of the CONOPS is to develop and establish operation protocol for and within a FEOC./1/

\1\The FEOC incorporates a comprehensive set of Public Works functions, and includes related CIO functions and support. An important aspect of the FEOC’s organization is its physical co-location of the utility, facility, and cyber operators, which bolsters communication and collaboration between the various sections. Similarly, the FEOC facilitates communication with the Utilities and Facilities Service Center for improved efficiency./1/

\1\There are four primary functional roles within the FEOC that include: FEOC Management, CS operations, Smart Grid Advanced Analytics, and Cyber and Application Support. The FEOC consists of a diverse team of subject matter experts from separate FEC organizations that are integrated to support the products and services delivered by the FEOC. For descriptions of the specific roles and responsibilities of the personnel within those functional roles, refer to the Smart Grid CONOPS./1/
